What is the Bouwbesluit (Dutch Building Decree)?
The Bouwbesluit (since 2024: Besluit bouwwerken leefomgeving, BBL) contains the minimum technical requirements that all structures in the Netherlands must meet. These requirements cover structural safety, fire safety, health, energy efficiency and usability. The Bouwbesluit applies to both permit-required and permit-free structures.
What does the Bouwbesluit regulate?
| Subject | Examples |
|---|---|
| Structural safety | Foundation strength, roof structure, beams |
| Fire safety | Fire resistance of materials, escape routes |
| Health | Ventilation, daylight admission, sound insulation |
| Energy efficiency | Minimum insulation values (Rc), airtightness |
| Usability | Minimum room height, stair dimensions |
Bouwbesluit for DIY projects
The Bouwbesluit also applies to permit-free structures. Key points:
| Requirement | Value |
|---|---|
| Minimum Rc wall (new build) | 4.7 m²·K/W |
| Minimum Rc roof (new build) | 6.3 m²·K/W |
| Minimum clear height habitable room | 2.60 m (new build), 2.10 m (existing) |
| Structural safety | Load-bearing structure must be engineered |
> Note: For outbuildings (shed, garden house) that are not used as habitable spaces, less strict requirements apply. However, structural safety must always be ensured.
