What is a semi-basement (souterrain)?
A semi-basement is a half-underground storey of a building — a space whose floor level is below ground level, but which still receives daylight on one or more sides through windows or a light well. A semi-basement is not a cellar (fully underground), but it is not a full ground floor either.

Where are semi-basements found?
- Townhouses and canal-side properties — classic layout with semi-basement (historically for kitchen and staff)
- Sloping sites — on the low side of a hill the building is partly set into the ground
- Modern architecture — deliberate choice for an extra half-storey with terrace access
Converting or building a semi-basement
Converting an existing semi-basement into living or working space is a substantial project:
Key considerations:
- Damp and waterproofing — walls and floor must be watertight (waterproof concrete, drainage, external wall insulation)
- Ventilation — mechanical ventilation is almost always necessary (insufficient natural air changes)
- Daylight — enlarge existing windows or add light wells or roof lights in the ceiling
- Clear height — minimum 2.10 m for a habitable room (building regulations)
- Escape route — fire safety: a second exit may be required
Solving damp problems:
- Insulate and waterproof from the outside (most effective, but disruptive)
- From the inside: waterproof render + perimeter drainage channel along the floor + drain to sewer
- Raise the floor with a ventilated system or a new screed on a drainage layer
Semi-basement as living space — planning permission
Converting a semi-basement into full living accommodation or a self-contained dwelling usually requires:
- Planning permission for conversion
- Demonstrated clear height of at least 2.10 m
- Adequate daylight and ventilation as required by building regulations
