What is a semi-basement (souterrain)?

A semi-basement is a half-underground storey of a building — a space whose floor level is below ground level, but which still receives daylight on one or more sides through windows or a light well. A semi-basement is not a cellar (fully underground), but it is not a full ground floor either.

Semi-basement vs. cellar vs. ground floor

Semi-basement Cellar Ground floor
Proportion below ground 50–75% 100% 0%
Daylight Partial, through windows None or little (via light well) Full
Living function Yes (often) No (storage/services) Yes
Planning permission Yes Yes Yes

Where are semi-basements found?

Converting or building a semi-basement

Converting an existing semi-basement into living or working space is a substantial project:

Key considerations:

  1. Damp and waterproofing — walls and floor must be watertight (waterproof concrete, drainage, external wall insulation)
  2. Ventilation — mechanical ventilation is almost always necessary (insufficient natural air changes)
  3. Daylight — enlarge existing windows or add light wells or roof lights in the ceiling
  4. Clear height — minimum 2.10 m for a habitable room (building regulations)
  5. Escape route — fire safety: a second exit may be required

Solving damp problems:

Semi-basement as living space — planning permission

Converting a semi-basement into full living accommodation or a self-contained dwelling usually requires:
